On Thursday, October 10, the Verkhovna Rada of Ukraine adopted the Law registered under No. 2313 “On amendments to the Law of Ukraine “On State Assistance to Families with Children” re reducing the number of documents for obtaining childbirth welfare payments” with consideration of proposals of the President of Ukraine.  

243 people’s deputies voted for the respective bill.

The abovementioned bill suggested reduce the number of documents required for obtaining childbirth welfare payments. With the adoption of the bill the following list of documents will be sufficient: passport and a childbirth certificate. The rest of the documents will be prepared by bodies of social protection in the process of information exchange between the bodies of state authority. 

“Apart from this, we suggested provide bodies of social protection with not more than 10 days, starting with the day these documents were submitted, for preparation, consideration, taking of the decision and informing the citizen,” explained the author of the bill, the First Deputy Chairman of the Parliament Ihor Kalyetnik. He added that the Verkhovna Rada decided to waive this provision in the final version of the Law.  

“Under the applicable version of the law, officials are given 10 days for consideration of the bill and 5 more days for informing a citizen. In case the document is signed by the President, the list of documents will be reduced, but the deadline for taking the decision by bodies of social protection will remain unchanged – 15 days,” explained Ihor Kalyetnik. 

The First Deputy Chairman of the Verkhovna Rada stressed that authors of the bill will closely monitor the fate of the law. “Now, during the three month, the Cabinet of Ministers has to bring its regulatory legal act in line with this law. We will closely monitor this process, so that this procedure was not complicated by state authorities and the idea of the bill was realized,” he summed.
